Tailgate won't open how do I fix it?

The tailgate on my 1999 GMC Sierra won't open.When I pull the handle to open the tailgate it pulls out but the tailgate just doesn't open/

There are rods and cables on the inside that pull those ears in to release it, it may just be rods on yours and no cables, either way there is too much slack in the setup and you need to remove the slack or something is broken.

There is a panel on the inside that comes off.

If you can get the bezel that is around the release latch loose, you can reach in under the latch and squeeze the two rods towards the center which will release the tailgate.
