After installing new distributor,why is oil pressure high,and water temp low?

Ive set timing,by tdc,twice now,and it still reads 60 psi oil pressure,& about 100°
water temp

The coolant temperature is controlled by the thermostat. Yours may be stuck open. The oil pressure is a function of the oil pump and has nothing to do with the timing. 60psi is good so I would not worry about it. If you set the idle high, it could make the idle oil pressure higher.
