P0499 i have changed the whole gas tank evap can filter on tank and the 2 solenoids one under the hood and the one on the tank

high beam light on the dash comes on

That's going to be a bad ground for the instrument cluster. I'm not sure if that's giving you the P0499 code. But the other issues are a bad ground. The P0499 code means you have either a bad connection at the natural vacuum leak detector solenoid or the solenoid itself is bad. The two issues may be related, but I'm not sure. HTH. -Jim
