2003 PT Cruiser

I inherited a 2003 PT Cruiser with about 40,000
miles on it.  I am not much of a car person and was
wondering if replacing the timing belt is based on
mileage or age of the belt or both? The car spent a
lot of time in a garage but it is 13 years old so I am
not sure dry rot can be a problem or not?

these cars are difficulty level 10~ teardown the whole front end just to service one crappy item~ I suppose once everything is put right...and there is nothing to worry about for 10,000 miles, well then OKAY, but stories I've heard about having to completely disassemble the whole front end are typical~
