oil light came on and engine died and will not start, the bottom of the engine is wet with oil and i cannot see where its coming from. is there some kind of fail safe that kills the engine and will not let start

No fail safe, if enough oil leaked out, the engine will not work properly and you might have even damaged it internally. Have it towed to your nearest garage and have a mechanic look at it. I suspect your engine will need to rebuilt or replaced based on the info you posted. Hope it's better news.
