A/C won't turn on, no power to clutch,cooling fans do not turn on with a/c

2000 Chrysler Grand Voyager S E, F & R A/C & Heat,PB,PS,Auto Trans,.
The a/c will not turn on,no power to the clutch, Cooling Fans do not turn on when a/c is
turned on. ( both fans do turn on when engine reaches operating temp)
Replaced Thermostat, Coolant Temperature Sensor, Fan Thermal Relay Switch, Fan
Belt, Drained & cleaned coolant over-flow tank,(sediment in it ),Checked all Fuses &
Relays, Replaced Burnt Fan Speed Thermal resistor.

Have you checked the A/C high and low pressure switches, low pressure can shut down the A/C system, if that checks good then there could be a problem with the BCM wiring or the BCM itself.
