Im looking into buying a 92 Probe, the guy who is selling it says the spark plugs vibrate, is this normal in probes or does it have a bad seal or bad plugs or bad motor??

That sounds like the spark plug threads are stripped out, Probes were never that good of a car and the pits to diagnosis. I would run the other way.
