A4LD transmission and I have shifting trouble

Why is it revving at higher
RPMs before shifting

I think it's just my bad luck. To be honest. I'm not sure what the problem is but having changed all the vacuum lines as well as transmission lines and can't get a constant reading on the dipstick. I think it needs more fluid but the stick says it is full almost to full of fluid.
