Battery won't charge

I have a maltimeter it's 12.54 on the alt.and battery  
but the new alt. Won't charge the battery

With the car off , probe the battery, should be 12.4V, with engine on, it should read 14V. Remove the alternator and swap for another, remanufactured Alternators are hit and miss.
