Why does it surge when it is put in gear? I was told it was built in and nothing could be done about it.

There was a known problem with these and the sedan version Five Hundred. The electronic throttle malfunctions and makes the car lurch forward. Ask your Ford dealer about it. There was either a recall or a NHTSA investigation about this.
