Get a real good hold of the steering wheel and move it right or left while turning the key. Sometimes the column binds the ignition switch when it locks.

Trans has it here. This usually happens in hilly areas when a person parks on an incline and turns the tires to rest against the curb so the car will not roll. Sometimes it takes a rather strong set of arms to turn the steering wheel to allow the key to turn.
