what could keep blowing fuse #41 in the power distribution box of my 2002 ford explorer xls when I turn the key to start the car

Constantly blowing the same fuse indicates a short in the system or a problem with an electric motor which may be attached to the circuit. YOur owner's manual should state what fuse # 41 controls.
