the dash lights now glow very faintly when I turn on the headlights.  Is the dash bulb burnt out or the dimmer switch bad?  Turning the dimmer switch up or down has no impact.  Not completely black.  If it is a bulb, is it something I can replace myself?

Very possible the dimmer switch.
