2004 Crown Victoria heater system

What is the problem with fan control only working on the highest setting, and when I switch heater mode from defrost or defrost/floor to vent it continues to come out of the defrost or defrost/floor.

A bad blower motor resistor. The defrost thing is a blend door or vacuum leak issue.
