Loud droning noise at 3000 rpm

If I pinch the 1 inch hose coming off the back of the air intake it goes away but also wants to stall. Is there a PCV valve or something that needs replacing? There is also some oil residue in the air intake by the filter. Please offer suggestions.

yes their is a pcv valve,is on valve cover,also clean oil from air intake.
