highlight takes 5 minutes to go up

My girlfriend has a 93 probe, and the passenger side headlight takes 5 minutes to go up.  when it does, it still doesn't go the "whole" way up, and takes another few minutes for the rest to rise.  is this a headlight motor problem, or is it possible the ground could be bad/loose?

most of theese work off vacume,eather a vac leak or the diafram is bad,located under light,can get to it from under car.
