how do I remove the front door panels on a 2004 Silverado with power windows and power door locks ?

You will need a hammer, pry bar, welder, and a torch. Okay okay. Just kidding. Door panels have several screws that hold them in. They are almost always covered by plugs and covers. Once you have located all the the screws, you can pull on the bottom of the door panel and it will pop off the door. unplug all the electrical connectors from the panel. Set the panel aside.

As I think you have a computer, you should find the right procedure to remove. I have a 2003 3 LT and it was quite easy to replace. About 4 screws and life up and pull up and it should just pop off. It doesn't have all the little nasty fastner's that usually break. It has I think it has about 4 piece's of thick plastic which have a slot that fits thru holes of the door and like I said, lift and pull back. If it won't move you have missed a screw, but it is quite easy. Need 7mm socket to remove screws. Hope that helps.
