Does the wire that hooks the two sets of horns on my 1994 Ford Taurus have to be connected for the horn work

My horn don't work and the wire that connects the two horns
isn't connected

It shouldn't have to be. Check for power on the horn circuit with a test light - watch the light when the horn button is pressed. The horn also shares power with the cruise control and cigarette lighter. New horns are relatively inexpensive.
