How do I turn off the Air bag warning light?

My wife's 94 Ford was sold to our niece and 3 months later it failed VA instection because the Air Bag light stays on.  My mechanic told me it would cost about $200 to investigate issue, and maybe 2 or 3 times more to fix it.  We sold the car for that (We were original owners, all maintenance performed, and car only has 100K miles).  They are in a financial bind and can't afford large repair bill.  Please help.

it could be just a bad scensor,they are located under front bumper mounted to the front of the frame rails,also one of the connectors could be unpluged.
