Why would My chevy 1990 allimina van
would stay  running why ignition is off and
battery cables disconnected

Because the ignition switch is not shutting off the engine, and the alternator is keeping the engine running. Do not touch the two battery cables together while it is running.

I dont know much about cars.but i know the alternaters will keep it running.but now it wont start the battery always shows 12 before i try to start it.i know thats not enough for cranking it over.every since that day it did that it wont start .even took battery to autozone to have it charged.when still wont start

It sounds like there is a problem with the ignition switch if now it will not start, and since it would not shut off.
