Fuse? wiring? wiring connection? Actuator motor needs replacement? Start from the least expensive that can be checked, and settle on the actuator replacement. Don't spend big bucks on the actuator until the other possibilities are eliminated first. BTW. I think the 89 is the better looking of the C-4 Corvettes. Keep it, and enjoy it. I kept my 1969 and still get a lot of looks when I drive it. Unfortunately, I noticed, the ones that bother to look at older cars all seem to have gray hair. Oh the times are changing.
