My 86 Camaro A.c. clutch stopped moving and the
belt started to burn. I could smell the rubber from
the belt and when my heat/ and a.c. is off its fine.
But when I turn it on it makes a loud cranking noise
burns.

You need a new compressor, or you may look at a rebuild kit.. OR a junk yard to find a cheap replacement part / compression. The clutch rebuild kits are common. In the meantime you could remove the belt.

Yes you need a new compressor then recharge. I would go with a new one and done.

Don't forget to flush the system. Worn out compressors tend to put metal fillings into the system. Don't want them getting into a new compressor.
