The gauge could be no good or the temperature may not be good.

Usually a GM with a gauge full scale is an indication of a open circuit or a bad gauge, but as yours is full sacle all the time I suspect that the gauge is most likely bad.

The wire coming from the gauge sending unit is shorted to ground. When this happens the gauge needle is driven to hot. HTH. -Jim
