Haynes manual said the fuse for the fuel pump relay is located on the passenger side of the car, where is the fuse block they are talking about.

is there more than one fuse box i only see the one on the drivers side of the dash

on the side of the dash there should be a removable panel that says FUSE on it you have to open the door to see it

There is also a fuse/relay panel in the engine compartment. Check that the fuel pump relay is working correctly. http://shbox.com/pdf/1995firebird.pdf - go to page 6-66.
