If you have fuel at the rail, and the pressure is within specs. That's half the battle. A faulty fuel pressure regulator can cause this.Bad injectors or bad electrical connection also, because the fuel is in the rail but not electrically pulsated through injector and into the cylinder. Not sure how to test them, but that info. should be available online. A leaking upper intake gasket on the plenum can also be a cause. If you have rusted lines on this older vehicle, a rusted return or vapor line to the injector rail is a long shot, but also a possibility. If this was my vehicle I would gauge the fuel pressure and check the psi against manufacturer's specs.
