Why does my power steering belt move belt teeth are face up instead of face down on the pulley?

What's wrong why is the
belt moving...? I put belt
spray but it's still moving
around? 77 f150 300
engine.

I never heard of this one. Mis-alignment of the pulleys? Belt spray is a waste of money. Just makes a mess and generally does nothing.
