How do I take the wiper arm off a 1989 Chevy corsica?

Loosen the nut and apply a lot of penetrating oil. The shaft is cone shaped so it pops off when the corrosion is broken. Look for a small hole near the spring. If there is a hole, put a small nail in it to relieve the tension on the arm. You may need a puller.
