What is Maryland Safety Inspected?

What does it mean to be Maryland Safety Inspected?  How far does this inspection go?  Is it like carfax?  Are there any diagnostics involved with regard to transmission, or major items?

Carfax is a list of maintenance done to the vehicle. A safety inspection is a check of your car to see if it is in safe working order.
