88 Tbi 5.7 idle surge and stalling on cold starts

My 88 Tbi 5.7 c3500 is surging and usually
stalls on cold starts. I have taken this truck
to three shops and nobody can figure it
out. Everything but the fuel pump has been
changed. All three places said the fuel
pressure is good. I changed out the map
sensor and it does run a lot better when it
has heated up. Any suggestions would be
greatly appreciated.
