Cooling fans

I have an issue with my 2007 Jetta cooling
fans. i was told both fans should come on
when the A/C is turned on. Currently only
the large fans spins. I removed the housing
and gave power to the harness with 2
wires off the battery. Observing polarity of
course. When I did so both fans
immediately came on and operate at a high
speed. But when I put the fan housing
back in and turn on the A/C only the large
fan works. I was told that is why my A/C
goes from cool to hot and doesn't cool the
inside when it's very warm out. The dealer
tells me that I need to change the entire fan
housing and both fans because the fan
control module is located in the larger fan.
Is there a way to change just the control
module or do I have to change both fans?
