Going up hill it has no get up and the
passing gear never kicks in.

no vehicle or year one can surmise that it's a standard setup with the kickdown link....and one might guess the transmission mounts are weak and degraded...and the geometry has shifted such the engagement points are off~...that is my final guess...put a floorjack under the tranny and lift...note the movement of the mounts~
