96 chevy blazer

I have a 96 chevy blazer when i try to engage the 4wd the light just blinks 13 times then
goes back to 2hi what's my problem?

I hear the t-case not doing anything and the vacuum actuator is brand knew that's located under the battery tray

Most likely the transfer case shift motor is bad, common problem, you can try lightly tapping on the motor with a small hammer while someone puts it in 4WD HI and see if it runs, if it does have them switch it back to 2 WD so you can drive it and replace the shift motor assembly.
