1988 ford f-150 what would cause gas from back tank to go intofront tank and over flow?

Pretty sure that a new fuel tank selector would fix it. The tank selector has ports for fuel and returned fuel from the engine. My guess is that the returned fuel is leaking past the valve into the wrong tank and filling it up.
