99 Buick won't start

I have a 99 Buick Park Avenue that will not start
the starters find the alternators find the battery is
fine the car when I go to start it will not start but
there's a clicking sound in the inside the car is
making I checked the fuses and is the RAB that
makes the clicking sound but I believe it has
nothing to do with why the car won't start my
security light is on and has been on when I put the
key in the ignition it blinks before I even go before
you can put the key in the ignition the security light
is on and blinking and then when I put it on eternal
forward it stays lit any pointers I need help please

You say everything in the starting circuit is good, but a clicking sound tells me the starter is not getting sufficient power to crank the engine. The problem could still be the battery if it is weak, or a corroded terminal on the battery or starter.
