Is average gas milage based on speed?

Do you get better gas mileage driving under
40 miles an hour or at a steady speed?

Certainly ... when they estimate MPG they use about 55 MPH (No one drives at 40 because of that "Road Rage" thing)


You probably will get the best mileage somewhere between 45 and 60 mph depending on your car and conditions. Driving like a turtle on the highway is not recommended though!
