I have a 96 mustang gt is it normal for the vibration damper on the crankshaft to be very loose and would it make a nocking noise if it was wore out

You mean the harmonic balancer? It can wear out, the rubber degrades over time. If you suspect an issue, just replace it. or have your mechanic diagnose it for you. Why wait for it to fail and be stranded.
