What would make 1998 Ford Taurus not have power steering?

Question type: Maintenance & Repair

I have just replaced the rack
and pinion, power steering
pump, power steering filter
lower ball joints, tie rod sway
bar's, and put new fluid in.
And still have no power
steering.
