what do they mean when they say the a/c needs charging??

you have lost some Freon and it is not up to pressure and it is someplaces standardized

You have a freon leak somewhere in the a/c system. By law repair shops can't just ad freon without fixing the leak. It could be a hose, a component (compressor, evaporator or condenser) or as simple as an o-ring.
