cranks wont start ?

It's the Engine Control Module. It's a silver box located on the firewall accessible through the glove box opening. Your Taurus is an earlier one, so it might be accessed from under the hood, again along the firewall. If you doubt your mechanic take it to another shop for a second opinion. Might cost you a little bit of money for a diagnostic but then you'll know for sure if that's what it is. There may be a need for programming, usually to plug in the VIN but also depends on the engine code.
