I've gotten quotes around $2000 to fix my cracked head gasket on my 2002 Oldsmobile Silhouette. Isn't it cheaper just to buy a used engine?

All comes down to labor costs, you have to remove a lot of parts and usually have the heads machined by a machine shop.

That price is excessive. Shops in my area will charge around 6-800 to replace head gaskets. Shop around. If your in NYC or downtown LA then your screwed on prices.
