My 1999 Plymouth breeze wont start,I put a new starter in it started I shut it off went to start it again nd wouldn't turn over why

Clean up the battery ground cables. Make sure that all your battery connections are tight.

Ditto what Mark said. Is the battery any good? Did you use shims when you put the starter back on?
