truck running rough in town

My 2003 Dodge Dakota 6cyl runs good on the highway but acts like it has water in the gas when starting and stopping in town.  If I put it in neutral it runs fine but when I put it back in drive it still runs bad.  Some times its so bad I can't tell if it's even running.  I tried dry gas and that didn't work.  i also found a spit vacuum line and fixed that.  seemed to help some but after about 20 miles i'm back where i started.

Look for more vaccum leaks. Replace the old vaccum hoses.
