Can a car dealer change the price of your trade in 3 days after you already agreed, signed paperwork and drove your new car home? Can they hold the payoff on existing car and plates?

Nope. A deal is a deal. On less they want to give you more money for the trade tell them to go fly a kite.

If everything is in writing and signed you have them by the balls.
