Sounds like you're neutral cut off switch is the reason why it won't start. Sometimes it will start in neutral.

Is 12 volts going to solenoid wire on starter when key is in start position? If so check main(larger) starter wire for 12 volts. If it also has 12 volts then check ground connections between battery, frame and motor. If that all looks good then replace starter. If no voltage to solenoid wire with key in start position check all fuses and battery connections. Then I would check neutral safety switch.

How do I check neutral safety switch?
