2 liter 02 Jetta won't rev pass 3000 rpm. Check engine light is on

At 3000 rpm the car acts like its
hitting the rev limiter. Has 204k miles
on it  Anybody???

A plugged catalytic converter? have you got good flow coming out the end of your exhaust pipe?
