Carburetor is smoking white smoke on 99chevy Tahoe and wont start. I gave it a tune up,change sparks plugs and distributor cap and rotor but still wont start?

As your Tahoe doesn't have a carb I am gong to assume that you mean the intake air filter assembly. If you are trying to start it with the air intake tube disconnected it will not start with it unhooked. Does it smoke while cranking it over or only after you stop cranking? Have you checked fuel pressure? Did you replace the fuel filter?
