What should your target AFR be if tunning an srt-4 at part throttle?

could you be a little less specific, for those who are befuddled my these modern contractions?

not even any car stated.

From what I can decipher SRT4 is a Dodge Neon and AFR is Air flow Research, and it's 12:1 target with no turbo boost

at part throttle ,thats a loaded question

yeah it is jimmy that's why I just put 'with no turbo'. and found what I did on a rather obscure website, 4 pages of scrolling Google. Usually I give up if I don't find what I am looking for on the first page

is this a competency test?...because I've been thrown out on my ear. Thanks H25 (my secret HERO)~ for shining some light on this lazer beam from the sky.
