what does it mean when a windshield has a blue painted dot in the top coner and the back has a yellow dot in the top left conner

There are inspection marks, usually a new car will have them or if you bought a certified pre owned vehicle. It's to show that someone inspected the area or part, so someone else doesn't inspect it all over again. You can remove them, with some solvent or scrapper.
