What does a "Fuel Reset" switch do, which is next to the front passenger seat?

In the case when your car is violently hit or rolls over, the fuel is cut off to the injectors/engine so there is less of a chance of a fire. It just so happens on some cars it is located in the passenger side footwell panel.
