Spit fire when down-shifting

Why do the exhausts of some powerful cars sometimes spit fire when you down-shift?

When downshifting there is extra fuel that is not spent when lifting on the throttle. This fuel then makes it into the exhaust where it is ignited. The Mazda RX8 race car is notorious for this.
